Representatives of the Union and SPD have negotiated on central energy -political course. The focus was on electricity prices, heating promotion and network expansion.

Union and SPD negotiate intensively on future energy policy. The first agreements are emerging in a final paper that is available to the “Handelsblatt”. But central points are still controversial.

The electricity price should fall – this has been known for a long time. Now representatives of the CDU, CSU and SPD have agreed on certain measures in the climate and energy working group, the “Handelsblatt” reports.

In the final paper it says that the electricity price should be reduced “permanently by at least five cents per kilowatt hour (kWh)”. This should succeed by reducing electricity tax to the minimum European rate. This measure became known a few days ago. The reduction in electricity tax leads to a relief of the private households of around two cents/kWh.

In addition, according to the final paper, there is a reduction in the network fee. This should also be capped “permanently”. However, network charges primarily serve to advance the power grid expansion. In order to ensure that the expansion and modernization of the networks do not stall despite lower income from network charges, these measures should be cost -effective and in accordance with the expansion of renewable energies.

The working group emphasizes that all measures must be realistically planned and coordinated to avoid oversized. A monitoring system should also ensure that all measures are implemented as required. The Union and the SPD thus pursue the goal of preventing unnecessary expenses and optimally adjusting the network capacities.

The measures planned by the Union and the SPD are commemorating the study by the management consultancy BCG and the BDI industrial association, which appeared a few days ago. There it was said that the switch to climate -neutral energy Germany could cost less than 300 billion euros less than previously assumed. A more efficient implementation is crucial without endangering the long -term climate goals. The main reason for the difference is previous misinvests in renewable energies, power grids and hydrogen, which significantly exceed the future demand.

Instead, the authors of the study recommend adapting the expansion of the energy infrastructure to the actual need. The CO2 emission goals could also be reached by 2045 with more efficient implementation.

Another aspect of the final paper that is important for many private households concerns the building energy network (AG) – also mentioned. The representatives of the CDU, CSU and SPD have not yet been able to agree – the CDU would like to abolish it in the current form and replace it with a new regulation. However, the representatives of the working group agree that the heating promotion is continued. In what form is still unclear. Because in the future, the focus should be primarily on the emission efficiency of buildings.

According to “Handelsblatt”, the final paper does not contain any express confession to the climate field. Instead, it is noted there that the CO2 revenue will be returned to the citizens. “To do this, we will also get unbureaucratic and socially staggered relief and granting in living and mobility so that nobody is overwhelmed,” the report says. However, it is not mentioned when the relief is introduced.

The working group stated in the paper that new gas power plants should go online by 2030 to avoid possible bottlenecks in the power supply. These are then to be delivered 20 gigawatts of energy and are being built at existing power plant locations. The Union also wants to use reserve power plants to stabilize the electricity price.
