In order to make the disabled self -reliant, the Aadhaar card has now been made mandatory in the skill development scheme being run by the Central Government.
The government has made it clear that it will be mandatory to give or apply for the facilities provided under this scheme like transport allowance, boarding-loging, post-placement assistance etc. This rule has become effective from 2 July 2024.
Even without base will not be deprived
However, the Ministry of Social Justice and Empowerment has also clarified that eligible disabled people who do not have the Aadhaar at present will not be denied the scheme. They have to give school documents, birth certificate or papers related to parents for identification.
Options will be available if biometric fail
If the Aadhaar Authority fails due to biometric reasons, then OTP, QR code scan or offline e-KYC can be identified. For this, approval from UIDAI has been taken and the officer concerned has been given responsibility.

Aadhaar Center Open Instructions
The Ministry has instructed all the implementation agencies to open the Aadhaar enrollment center for the disabled or become the Registrar themselves, so that these people do not have any inconvenience. This step has been taken to accelerate Aadhaar enrollment and update process.
Media campaign will run to give information
It has been said by the ministry that an awareness campaign will be launched to inform people about this change. It will be told how the beneficiaries can temporarily prove identity without base and can take full advantage of the scheme by going further.

What is skill development plan?
The National Action Scheme for the skill development of disabled persons started in the year 2015. Its purpose is to make them employable by giving vocational training to the disabled. This scheme comes under the SIPDA Act and millions of people have benefited under it across the country.
