The European Commission presented on Wednesday (26) a new civil preparation plan that recommends that all families in the European Union will be able to survive for at least 72 hours without external support in case of extreme crises-such as wars, pandemics, cybers and severe climate events.
Among the guide’s most practical guidelines, which has 30 key actions, is the assembly of a basic survival kit for domestic use. The goal is to ensure that citizens can autonomously face the first days of a critical situation, when public services may be unavailable.
What should contain the kit:

- 6 bottles of drinking water per person;
- Non -perishable foods (such as rice, pasta and canned);
- Analog radio with batteries;
- Full first aid kit.
European Commission vice president Roxana Mînzatu summed up the spirit of the plan with a metaphor: “The roof is fixed as the sun still shines.” The plan encourages citizens to prepare before a new crisis happens – something that, according to Brussels, is no longer a remote possibility.
The proposal comes at a moment of increasing warning within the EU. European intelligence agencies have been reinforcing the risk of Russia launching some kind of aggression against the bloc over the next five to ten years. In addition, the covid-19 pandemic experience and the intensification of extreme climate events showed the vulnerability of populations.
The commission’s guide also recommends that countries promote simulacres, courses and emergency exercises for civilians, as well as integrating the theme of preparation in schools and public campaigns. There are also suggestions for cooperation between civil and military and the creation of a digital platform with real -time information about risks and escape routes in an emergency.
