The Hamburg Senate has approved a new framework concept for children and youth culture. The cultural authority announced that it outlines the central political objectives and perspectives for the further development of cultural offerings for young people in Hamburg over the next ten years.
The basis of the concept is a broad participation process with children and young people as well as people from administration and the professional scene. One focus of the concept is on strengthening cultural democracy education, structural diversity development and close cooperation between different actors in the area of children’s and youth culture.

“For the first time, young people themselves were asked what they wanted for their culture,” said Culture Senator Carsten Brosda (SPD). The new framework concept should also make an important contribution to democracy education and give children and young people a voice in the city.
“For the first time, clear overarching objectives in children’s and youth culture are shown. With the budget increases for children and youth culture amounting to over half a million euros provided for in the draft double budget for 2025/2026, we plan to implement the first steps towards these goals in a structured manner,” said Brosda.
